Donations of Money or Goods Policy

  1. Donations of money and goods are encouraged and welcomed by the Elsie Public Library to enhance basic library services All donations become the property of the Library, and may be used at the discretion of the Board of Trustees. It is the intent of the Library to respect the desires of donors when accepting donations. 

  2. It is highly recommended and strongly encouraged that groups and/or individuals wishing to make a donation to the Library discuss the gift with the Library Director prior to the actual donation.

  3. Donated materials, furniture and equipment can be accepted only if they match or meet library quality and standards.

  4. Major gifts of furniture and equipment to a particular location will remain at that location for as long as needed as determined by the Library Director.

  5. Donation of new books and other new collection materials will remain at designated locations until otherwise determined by the local Library Director. Used books and other used collection materials may be added to the collection or may be sold at library book sales. The Library reserves the right to make interlibrary loan, retention and disposal decisions, and set processing priorities for all donated collection materials.

  6. Accepted gift periodical subscriptions should be sent directly to the Library. The Library is not obligated to retain back issues of gift periodical subscriptions, or to continue expired gift subscriptions.

  7. Acceptance of gifts of money or goods in excess of $1,000 must be approved by the  Library Board of Trustees. Authority to accept gifts during a fiscal year period that are valued at $999.99 or less is transferred by the Board to the Library Director. 

  8. The Library staff is not responsible for assessing the monetary valuation of gifts. Donors needing an appraisal of the value of their gifts for tax purposes should secure an appraisal from a qualified appraiser. A donation receipt form will be given to donors upon their request.

  9. The Library will produce and distribute gift and donations information sheets to citizens and potential donor groups outlining the Library's gifts policies and procedures. All accepted gifts are gratefully acknowledged by the Library Director.

  10. Donor information is privileged and will not be sold or shared with other individuals, groups, or organizations.

  11. This policy applies to all donations made to the Elsie Public Library. Donors may choose to make donations to individual projects, and designated monies will be used in a manner requested by the donor.
